Notes extracted from a notebook found on Saint-Just [on] 9 Thermidor.
When the public authorities will find themselves powerless against the crowd and the violence of the people, a flag [that will be] displayed in the middle of the public place will impose peace, and will be the signal that the people will deliberate.
The people will assemble peacefully, and will send its deliberation to the authorities. It will be transmitted to the legislative power.
If anyone troubles the peace of the deliberation of the people, the people will have him arrested and will deliver him to the constituted authorities.
What made [up] the force of the people and of the Jacobins over the last year is that the orators who presented laws in the legislative body, … these laws at the Jacobins.
