Dear Colleague,

Liberty is exposed to new dangers; the factions rise again with a more alarming character than ever before. The gatherings for butter, more numerous and more turbulent than ever before, while they have less pretext, an insurrection in the prisons, which had to erupt yesterday, the intrigues which developed in the times of Hébert, are combined with the repeatedly attempted murders against the members of the Committee of Public Safety; the remains of the factions, or rather the factions [that have] always [been] alive, redouble their audacity and perfidity. One fears an aristocrat uprising [which would be] fatal to liberty. The greatest of perils which threaten [liberty] lies in Paris. The Committee has to gather the lights and the energy of all ist members. Calculate whether the Army of the North, which you have mightily contributed to place on the path of victory, can spare some days of your presence. We will replace you, until you return there, with a patriot.
